The solution is simple and does not have to take as much time as you think. Consider a different education model like a just in Time Learning or a turnkey training approach. It is going to require organizations to take a vested interest in their employees. At the same time, it will require developers to take a vested interest in their own career.
As this article points out the world is changing and the new skill is knowing how to learn and part of that is having the right models of training in place to support that is the first step.
